by qiongchun lin
As electric bikes (e-bikes) continue to transform urban and recreational transportation, U.S. states have rolled out new regulations for 2025. Below is a breakdown of key updates for ebike riders.

Federal E-Bike Classification System (Still in Effect)

All states use the 3-class system for electric bicycles:

Class 1: Pedal-assist only, max 20 mph (e.g., Jasionbike’s commuter models EB5R).
Class 2: Throttle-assisted, max 20 mph.
Class 3: Pedal-assist, max 28 mph (requires speed limiter compliance).

Notable State Updates for 2025

  • New: Helmets mandatory for all Class 3 e-bike riders (including adults).
  • Manufacturers must install non-removable speed limiters.
  • Electric bikes banned on natural trails in state parks.

New York

  • License plates required for all ebikes ($25 fee; affects delivery fleets).
  • Jasionbike Pro series now includes state-approved reflectors for NYC compliance.
